The Office of the State Commissioner for Persons with Disabilities (SCPD), Telangana, has been constituted in alignment with Section 79 of the Rights of Persons with Disabilities Act, 2016 (RPwD Act, 2016). This office serves as a statutory authority committed to upholding and protecting the rights and dignity of persons with disabilities across the state.
In accordance with sub-section (1) of Section 79 of the RPwD Act, 2016 (Central Act No. 49 of 2016), the Government of Telangana has officially designated the Director, Welfare of Disabled and Senior Citizens, Telangana, as the State Commissioner for Persons with Disabilities. This appointment ensures that the implementation of the provisions of the Act is supervised and monitored effectively at the State level.

To ensure effective implementation of the RPwD Act, 2016 in Telangana by protecting the rights, facilitating the entitlements, and promoting the holistic development of persons with disabilities through a rights-based approach.
The Office of the State Commissioner is committed to working collaboratively with government departments, NGOs, disability rights organizations, and individuals to strengthen the ecosystem for disability inclusion in Telangana. The office acts as a watchdog and facilitator to ensure that persons with disabilities are not only protected under the law but are also empowered to lead independent and fulfilling lives.
